OPINE arises from the evolution of two consolidated electoral observation projects in Mexico, the National Agreement for Electoral Integrity (ANIE) and the Judicial Electoral Observatory.
Although electoral processes comply with legal forms, they are Pyrrhic victories if they fail the test of integrity. An election is integral when it adheres to the shared international principles and standards of democratic elections that apply to all stages of the cycle (pre-electoral, campaign, election day, and outcome), ensuring that the results reflect the authentic popular will.
The objective is to identify areas of opportunity in electoral integrity and offer recommendations for strengthening the democratic system.
